Gary Fulford
Group Chief Executive
Gary Fulford has been Group Chief Executive at whg since 2009 and has more than four decades of leadership experience in housing and local government. Beginning his career at Wolverhampton City Council, Gary went on to hold senior operational and regional leadership roles at housing associations across the Midlands and South West before joining whg in 2004.
Under Gary’s leadership, whg has grown into a high-performing housing association managing more than 22,000 homes across the Midlands. He has ultimate responsibility for the organisation’s strategy and performance, maintaining a strong focus on customers, delivering high-quality homes and ensuring services are shaped around the needs of the people and communities whg serves. The organisation currently holds the highest possible regulatory gradings of G1/V1/C1 from the Regulator of Social Housing.
Born and raised in Walsall, Gary has a deep personal connection to the borough and the wider Midlands region. His local roots, combined with his extensive sector knowledge and experience, underpin his commitment to investing in communities, strengthening local partnerships and delivering positive outcomes for customers.
Gary is highly regarded across the housing sector and currently serves as a Board Member of the West Midlands Housing Association Partnership (WMHAP). He has previously chaired the National Housing Federation’s West Midlands Regional Committee and served as a Board Member of PlaceShapers. He is also a Business Ambassador for Acorns Children’s Hospice in Walsall.
Outside of work, Gary is a lifelong Wolves FC supporter and a keen traveller, having taken part in fundraising trips overseas, including to Nepal.
